Leadership Northern Tulare County
History of LNTC : In 1994, several community leaders in Dinuba, including the city manager, the City Council, the Alta District Hospital Administrator, and the President of Ruiz Foods, made a strategic decision to develop more community leaders capable of filling roles in the private, public, and non-profit sectors. This led to the creation of Leadership Northern Tulare County (LNTC), which saw its first graduating class that same year. Since then, over 150 individuals have graduated from the program.
Operating as a committe of the Dinuba Chamber of Commerce, Leadership Northern Tulare County is guided by a steering committee comprised of community leaders, many of whom are alumni of the program.

- Leadership Northern Tulare County (LNTC) program is designed to empower adults with the knowledge, skills, and networks necessary to become effective and engaged community leaders. Through experiential learning, hands-on projects, and meaningful interactions with local leaders, participants will gain a deeper understanding of the critical issues facing our region, develop practical leadership abilities, and foster collaborative relationships that drive positive change. LNTC is committed to building a strong foundation of civic responsibility and inspiring participants to lead with integrity, vision, and a commitment to the betterment of Northern Tulare County.
Residence or Employment: Applicants must either live or work in Northern Tulare County, which includes communities like Cutler, Orosi, Dinuba, Monson-Sultana, and Reedley.
Commitment to the Area: Applicants should demonstrate their intention to remain in the area for at least the next three years.
Community Involvement: Leadership potential and current or future involvement in civic, professional, or social organizations are essential.
Employer Support: If employed, your employer needs to approve your participation, as the program has specific time commitments. They may also contribute to tuition costs, either partially or fully.
The time commitment for participants in the Leadership Northern Tulare County (LNTC) program includes several essential components:
Orientation Session:
- A full-day session followed by a welcome reception in the evening.
Two-Day Team Building Retreat:
- An overnight retreat spanning two days, with full-day activities on both days.
Monthly Day Sessions:
- Full-day sessions held once a month, typically from morning until late afternoon, over several months.
Monthly Evening Sessions:
- Evening meetings held monthly, lasting about two hours each.
Cinco de Mayo Planning Sessions:
- Regular evening planning sessions starting a few months before the event, with consistent weekly meetings required.
Two-Day Sacramento Trip:
- A two-day trip with full-day activities focused on leadership and civic engagement.
Cinco de Mayo Event Participation:
- Active involvement in planning and managing a local event, with a focus on tasks leading up to the event over several weeks.
Graduation Ceremony:
- A formal evening event marking the conclusion of the program.
Participants are required to fully commit to the program with a 100% attendance policy for all activities. If a participant misses any sessions due to illness or emergencies, they will need to make up the missed time through additional work.
The attendance policy for the Leadership Northern Tulare County (LNTC) program requires 100% attendance at all activities and sessions. Any unexcused absence may result in forfeiture of tuition and removal from the program. In case of illness or a family emergency, participants are required to make up missed time by completing an oral presentation and written report as specified by the program facilitator.
Employers are encouraged to cover all or part of the tuition. You can also apply for a partial scholarship if needed.
The program spans 9 months, with sessions occurring regularly during this period, including monthly meetings, planning sessions, and special events like the Sacramento trip and Cinco de Mayo project.
